The discussion reached places it rarely reaches in public: the real terms on which industry is financed, what is missing from procurement planning, and how much of what is announced as local production is genuinely production.
A director in the defence division of a major commercial bank set out what a bank requires from a defence company, and why a file without a signed contract goes nowhere. A representative of the agency that negotiates industrial cooperation showed how much of that local production is, in practice, installation and maintenance.
A state secretary and a former Chief of the Defence Staff sat in the same panel as entrepreneurs and discussed the absence of a procurement plan industry could plan against. Things usually said in private were said on stage, debated and explained, with the press in the room.
The structure stays the same: three panels, each moderated by a journalist, topics agreed in advance with every guest, and questions sent in online by the audience during the debate. Each panel closes with one idea every speaker changed their mind about.

Things have moved, but not at the pace anticipated. The SAFE programme has been signed, and Romania has 16.68 billion euro pre-approved, the second largest amount in the European Union after Poland. The 2027–2036 procurement plan has been approved, together with the commitment to reach 5% of GDP for defence by 2035.
Romanian airspace, however, was violated 33 times, and the counter-drone response has not kept pace.
We risk the money moving faster than the capacity to convert it into defence capabilities. That is the discussion on 5 November.
